Roast Beef

2.5 lb chuck roast or French roast
1 Tbsp margarine
1/2 tsp coarse black pepper
1 tsp salt
2 cloves garlic, minced

Place roast in Dutch oven, fat side up.  Add 1 cup water to pot.
Mix margarine with seasonings, rub onto top of roast.
Rub oil into exposed sides of roast.
Cook on bottom rack at 350 for 2 hours.
Let sit 30 minutes before slicing.
